Monitoring and Evaluation Consultant

We offer Monitoring and Evaluation services that enhance project and programme
performance, outcomes and impact. We assist our clients in assessing and demonstrating the impact that they are making through the application of Monitoring and Evaluation frameworks and tools. Our approach combines both quantitative and qualitative methods resulting in more comprehensive and reliable evaluation results. We are seeking a Monitoring and Evaluation Consultant to design, implement, and manage a robust Monitoring and Evaluation (M&E) system.

The role will focus on capturing, analyzing, and reporting on strategic programs and project progress to ensure alignment with organizational outcomes and results. Key Responsibilities

Strategic Planning technical assistance:

  1. Provide technical assistance in strengthening Strategic Planning at client site.
  2. Provide technical expertise in facilitating alignment of the Departmental Strategic Plan in line with other relevant

Develop and Implement M&E Frameworks:

  1. Create a results-based M&E framework and methodology.
  2. Establish outcomes, outputs, indicators, baselines, and targets.
  3. Ensure the M&E system produces accurate, timely, and user-friendly reports.

Data Collection and Analysis:

  1. Collect and analyse qualitative and quantitative data to assess performance, impact, and sustainability.
  2. Conduct routine data quality assessments and implement corrective actions.
  3. Maintain project databases to capture key indicator data.

M&E System Automation:

  1. Implement an automated M&E system featuring dashboards, document
    management, analysis templates, and reporting tools.
  2. Ensure cross-platform compatibility, including mobile accessibility
    (Android/iOS).
  3. Enable automated notifications for review, analysis, and approvals.

Reporting and Stakeholder Engagement:

  1. Produce regular progress reports on strategic project activities and results.
  2. Disseminate project outcomes to stakeholders, sharing lessons learned within
    the sector.
  3. Facilitate development and implementation of annual project work plans with
    the program team.

Capacity Building and Technical Assistance:

  1. Identify technical assistance needs for M&E activities and develop appropriate
    scopes of work.
  2. Support staff in utilizing M&E data to inform project decisions and enhance
    performance.

Minimum Requirements:

Qualifications:

  1. An Honours or 4-year degree (NQF 8) in Natural/or Social Science/or
    Business Management/or Economics/or Public Administration or related
    fields.
  2. Postgraduate qualification in Statistics, Quantitative Measurement, or
    Monitoring and Evaluation is an added advantage.
  3. A master’s degree will be an added advantage

Experience:

  1. 5–8 years of experience in implementing enterprise-wide M&E systems.
  2. Proven expertise in developing and evaluating strategic plans, particularly
    those related to the public sector.
  3. Excellent data analytics and report writing skills are necessary, including the
    ability to navigate, extract and synthesize data from various information
    systems and sources for high level reports.
  4. Good communication (written and verbal) skills are required, along with good
    facilitation and negotiation skills.
  5. Knowledge and understanding of Results Based Management techniques is
    an advantage.

Knowledge and Skills Requirements:

  1. Strategic planning, organizational planning and performance management.
  2. Advanced understanding of M&E practices and methodologies.
  3. Knowledge of statutory requirements affecting the public sector.
  4. Proficiency in data analysis and system development.
  5. Advanced skills in MS Excel, Word, and PowerPoint presentations.
  6. Strong analytical and research skills.
  7. Expertise in data collection methodologies and database management.
  8. Excellent oral and written communication.
  9. Strategic thinking and problem-solving abilities.
  10. Coordination, facilitation, and report-writing skills.
  11. Project Management skills
